黄创霞，男，汉族，中共党员，博士，二级教授，博士导师。湖南科技学院校长，入选湖南省科技创新领军人才（2023）、湖南省第二届“优秀研究生导师”（2021）、“芙蓉学者奖励计划”青年学者（2020）、湖南省政府特殊津贴专家（2019）、“湖南省教育系统优秀共产党员”（2016）、连续多年入选全球前2%顶尖科学家“终身科学影响力排行榜”、科睿唯安“全球高被引科学家”榜单、爱思唯尔(Elsevier)中国高被引学者榜单。

担任美国《数学评论》(MR)评论员、中国数学会理事、湖南国家应用数学中心执行委员会副主任(2020.8-)、湖南省普通本科高校教学指导委员会数理类专业教学指导委员会副主任（2023- 2028）、湖南省人民政府学位委员会第六届学科评议组理学组（专业教指委）成员、教育部学位与研究生教育发展中心硕博士论文评审专家、《Journal of Artificial Intelligence and Systems》编委(2019.5-至今)、《Mathematics in Applied Science and Engineering》编委(2019.5-至今)、《系统科学与数学》编委(2021.4-至今)、《系统工程学报》编委(2023.7-)。

主要从事时滞微分方程、水下无人系统的航路规划与编队控制等领域的研究， 在《Journal of Differential Equations》、《Nonlinearity》、《IEEE Transactions on Automatic Control》、《IEEE Transactions on Fuzzy Systems》等领域重要期刊发表 SCI 收录论文100余篇。主持国家自然科学基金项目5项、主持湖南省杰青项目等课题 20余项。获湖南省第十五届自然科学优秀学术论文二等奖（2014 年，排名第一）、湖南省自然科学二等奖2项（2009，排名第五；2016，排名第二），指导研究生获湖南省优秀硕士学位论文6篇。
